On Individual or Societal Preferences’ in Disaster Management: Planning with and Not Planning for

People have the tendency to associate disaster with emergencies only, and disaster management with emergency response. Disaster management however, goes beyond rescue operations, and involves actions directed at reducing risk and vulnerabilities in case disaster occurs. These actions require functional structures that coordinate different organizations, consolidate different skills and precipitate the participation of individuals and societies to succeed. Taking account of individual or societal preferences in the pre-disaster planning phase can make a significant contribution to the goals of responding appropriately to disaster and will help those affected directly to recover after the disaster has occurred.
